William Wilkinson was British Consul to the principalities of Wallachia and Moldavia, appointed to Bucharest by the Levant Company in 1813; he was recalled in 1816. He wrote this book "An Account of the Principalities of Wallachia and With Various Political Observations Relating to Them" in 1820.
